Course Content

Communicating CUPE Improve communication skills with membership and public

Labour Law Legal framework for Union recognition, collective bargaining and collective agreement administration (ref. to Trade Union Act)

Face to Face Improve verbal skills at work & within the Union

Collective Bargaining Role play to build bargaining skills Members should apply in writing (or email) to the Union office, stating which course they'd like to take, and why/how they would use the education (How will they put it to use?).

Prospective delegates should have attended at least half the monthly membership meetings.

Prospective delegates should include with their application any special requirements if selected as a delegate (special diet or housing requirements, etc). Deadline for RECEIPT of applications is Wednesday December 20th at noon. The Education Committee will select delegates, after evaluating all applications (nothing is --automatic-)

Members may NOT elect to take a course they have taken within the previous 5 years, unless extenuating circumstances exist (such as new act or regulations for OH&S, etc). All delegates and alternates will provide to Evelyn (in writing) documentation, with their course selection preference and any special needs (if required), as soon as possible.

Veterinarians without Borders / Veterinaires sans Frontieres Saskatoon are inviting everyone to participate.
Meet for a FAIR TRADE Coffee hour and Rally beginning at 10:30 am. Official STANDUP photo is at 11 am in front of the College Builiding.

STAND UP is an innovative challenge which is attempting to set an official Guinness World Record for the largest number of people ever to STAND UP Against Poverty on October 15. A minimum of ten thousand people must participate; and there are just 24 hours to set this record.

Calendar honours U of S Women

The President's Advisory Council on the Status of Women (PACSW) invites you to launch its calendar, honouring University of Saskatchewan women. The calendar commemorates the University's centennial in 2007 and pays tribute to women from all aspects of life on campus.

The launch is scheduled for Thursday, October 19, 2006, 4:00 - 6:00 at the Faculty Club. President Peter MacKinnon will join us for this celebration.

Copies of the calendar will be on display and available for purchase at the launch. The U. of S. Bookstore outlets will be selling the calendar following the launch.

Proceeds will go to advance the status of women on campus.

The EAP Board is happy to announce that Germaine Riou, former Program Assistant will be staffing the office beginning September 5th

We are in the process of recruiting an interm Counselor and the office will continue to run in the same manner while the Board and University Administration consider the changes and expansion recommended in the EAP review report. We will continue to ensure confidential, accessible and professional assistance to staff and family members.

On July 18 2006 at a Special Membership Meeting CUPE 1975 Members voted and ratified the Memorandum of Agreement between the University of Saskatchewan and CUPE Local 1975 dated June 14 2006 regarding Amendments to Group Benefit Plans.

The Employee Assistance Program (EAP) Review Report has been posted on the EAP website The EAP Board and University Administration will be meeting over the summer and fall considering the recommendations. CUPE 1975's representatives on the EAP Board are Monique Hill and Kate Hodgson.


At our June 27, 2006 General Membership Meeting a notice of motion was submitted to amend the local bylaws. This motion will be voted on at the September 26, 2006 General Membership

meeting at 12:00 (noon). Room to be announced.

Phase 6 members should apply for reconsideration

It would be very helpful to CUPE 1975 even if you are in Phase 6 to submit a Reconsideration request. This would provide the union with current job descriptions, which would be valuable at bargaining to determine if additional phases need to be added.

As part of the initial transition to the new CUPE 1975 compensation model, all jobs were placed in a family and phase. A one-time reconsideration of this initial placement may be initiated during the implementation phase (4 month period March 1 to June 3, 2006) if an employee or the supervisor/manager is dissatisfied with the initial of a job. Process for Reconsideration:

To initiate a one-time reconsideration, the employee and/or supervisor/manager must complete a reconsideration request form. The form is available on the Human Resources website. The information in the request form must be verified by the manager of the unit. The completed reconsideration request form must be forwarded to HR by 4:00 p.m. on June 30, 2006.

Please remember in order for your job application to be considered follow this article of the collective agreement.

8.2 Bidding on Vacant Positions
Permanent ,term and recurring relief employees(see article 1.4 have bidding rights) Such employees may bid on posted positions by completing an application for transfer and accompanying it with a resume and submitting it to Human Resources within seven days of the date the position was posted.

Applications are available on line but transfer forms are not yet available on line. If you are applying on line your application will not be considered unless you provide an application for transfer form which is available at Human Resources room 140 Admin bldg. Until application for transfer forms are available on line you must submit a paper copy .

Ratification Results

69% of the membership voted on the tentative agreement.
76% of the vote was in favour of accepting it.
The agreement will be signed and go into effect March 1.

An additional meeting date has been set for a question and answer
meeting regarding the tentative agreement which will be voted on Feb. 27th.
Managers are encouraged to let employees attend a portion of these sessions.

The additional question and answer session will take place on:

Negotiations Update

The Parties have prepared the text of the tentative agreement which will be printed and mailed out to each member over the next week. Information meetings will take place February 16th and 23d in Regina and during the week of February 20th In Saskatoon (times and locations to follow) Voting will take place February 27th in Saskatoon and February 28th in Regina.

We will get a full text of the tentative agreement to everyone as soon as possible - at the moment a lot of rumours and assumptions are being circulated based on outdated proposals and guessing.

The delay for printing and distributing the full text is partly a result of coming to an agreement at 10 PM after three 14 hour days in a row. It has also been a complex round of negotiations with numerous detailed changes to contract language. Our collective agreement is one of the most complicated; since Local 1975 represents more occupational groups than any other CUPE Local in Canada. All three parties at the table want to ensure the accuracy of the document and the first available chance to meet and prepare the text is Feb. 7th and 8th. We hope to have the tentative agreement out to you shortly afterwards. Thank you for your patience.

The Joint Executive of CUPE Local 1975 from Regina and Saskatoon
met with the Bargaining Committee in Davidson today. While the Executive
expressed appreciation that there appears to have been recent progress made in bargaining - they also stressed that the level of frustration among
the members is very high and has been exacerbated by Management posting
their latest proposals to the union on the U of S web site on Friday.

The Negotiations Committee has bargaining meetings scheduled with the
Employer on Monday January 23 and Tuesday January 24th. In
addition, your Bargaining Committee has offered to meet with the Employer on
Friday January 20th and Saturday January 21 if the Management team have their responses to our latest proposal ready by then.

As we have previously advised you, we are prohibited from taking
any job action while we have any issues outstanding in front of the Labour
Relations Board. At the present time we have one outstanding issue and are
expecting to receive a decision on that issue any day.

Today the Executive Board passed a motion directing the Bargaining
Committee to meet with the Employer as scheduled in an attempt to achieve a
tentative agreement by the conclusion of the next bargaining session. This
motion went on to say that if the Labour Relations Board has issued its
decision by then and if we do not have a tentative agreement or something very
close to one (dot the I's and cross the T's) by the conclusion of that
bargaining session, we should immediately issue forty eight hours strike
notice to the Employer. The motion also went on to state that if we don't have
the LRB decision by then, we are to advise the Employer that we will be
issuing forty eight hours strike notice immediately upon receiving the LRB
decision.

A reminder that issuing our forty eight hours notice simply means
that we will be in a position to commence strike activities anytime after
the forty eight hours notice period.

As you may not be aware, CUPE and the Universities agreed
to make a joint statement with regards
to our progress at bargaining. Unfortunately, the U of S
also inadvertently posted the most
recent proposal which was intended for their management
only. After discussions with the U of S,
Greg Trew, Chief Negotiator said "my mistake" and apologized
and the U of S representative, Cheryl
Carver agreed to immediately remove the proposal from their
website.

We were advised in discussions with Kelly Cummerfield,
Associate Vice-President, Human Resources
at the U of R that the U of R had posted the joint
statement and not the most recent employer
proposal.

The reason CUPE does not post or circulate proposals is the
knowledge that we would be
bargaining in "bad faith".

Following is a joint statement issued by the Bargaining Committees of the University of Regina, the University of Saskatchewan, and the University Employees Union CUPE 1975:

We met January 11th, and 12th and the Employers tabled a new package to which the Union responded. We are making progress on benefits, hiring, and the application of seniority. We are considering a compensation model and working on alternatives, which address pay equity and market adjustments. We are making a sincere effort towards reaching a Collective Agreement. The content of this discussion is very sensitive at this point, however, we feel that further talks will be beneficial to reaching an agreement.

The Union would like to give more clarification regarding the last blog posted earlier this afternoon by Don Puff. The Union is negotiating at present and is working hard to avert any type of job action. You will be updated as soon as there is information to report.

Because of all the calls coming into the office we would just like to clarify what is mentioned in Don Puff's second sentence in the previous blog. Don's posting was in response to Barb Daigle's letter sent out to managers at the University which read, "Because of the progress made at the table yesterday, and the progress they hope to make today, CUPE attempted to withdraw the ad, but were unable to, as the newspaper has already been printed and is being distributed this morning."
Many of our members received copies of the email and were confused as to what was happening.

The union had put a full page ad in the Sheaf, as part of our strike aversion campaign.
On January 11th, the union decided not to publish the ad at this time and advised the University that they would pull the ad from the Sheaf. However, the press deadline was missed and the ad was published.

Once more thank you to all the volunteers who made it out to our Strike Preparation Workshop on Saturday January 7th. I was overwhelmed by the number of members who showed up and proud of your commitment. A special thank you Leslie Fisher who stayed behind to make sure the building was locked up and to Tonya McGowan for the extra cleanup duty outside.To all of our National Reps. Health Care Workers reach tentative agreement.

Voting in the Federal Election Jan. 23

The Canada Elections Act requires employers to provide employees with at least three consecutive hours away from their employment in which to vote, such time to be at the convenience of the employer. Polls will be open from 8:30 a.m. to 8:30 p.m. on Election Day.

Your administrators have been informed that they must make arrangements to alter the schedule of any employee whose current schedule for January 23, 2006 does not provide for three consecutive hours, between 8:30 a.m. and 8:30 p.m., away from work. If they have any questions, they should contact the Human Resources Division at 966-2950.
